In its submission to the UN Committee Against Torture (CAT), IPRT reviewed Ireland’s progress since the CAT’s Concluding Remarks in 2017, and noted several recommendations of the Committee which Ireland has yet to implement. This includes the CAT’s recommendation to immediately ratify OPCAT and establish a national preventive mechanism with access to all places of deprivation of liberty.

IPRT suggests that the Committee inquire as to why the government has failed to ratify OPCAT, request a clear timetable for its ratification and ask about progress on the establishment of a national preventive mechanism.
