The Irish Council for Civil Liberties (ICCL) has said the pandemic has exposed the lack of protection for people living in residential care systems – such as older people or people in direct provision. ICCL, Age Action and Sage Advocacy believe that independent, human rights-focused inspections are therefore needed.
Ireland signed but did not ratify the OPCAT in 2007. Ireland is one of only four EU countries that has up to now failed to ratify OPCAT.
